US envoy Tom Barrack has returned to Beirut to broker a truce between Israel and Hezbollah, following Lebanon's unprecedented endorsement of a disarmament plan. The proposal calls on Israel to uphold past ceasefire terms while Lebanon targets Hezbollah's financial networks under international pressure. Though weakened by last year's conflict, Hezbollah remains defiant, threatening escalation despite Lebanon's push for sovereignty and economic recovery. The group's capacity to mobilise armed factions and paralyse state institutions complicates disarmament efforts.
