Thousands of Rwandan refugees are returning home from the Democratic Republic of Congo, including former FDLR fighters accused of participating in the 1994 genocide.
Human Rights Watch says some of the repatriations in May were not voluntary.
It accuses M23 rebels of forcibly expelling people from eastern Congo, which the group mostly controls.
Rwanda maintains the repatriation process has been transparent.
